Complex issues surround proposal to split Markout WSC’s service area

During discussion of Action Item 3 of the April 5, 2016 Forney City Council meeting, to “Discuss and consider entering into negotiations with Markout Water Supply Corporation”. Interim City Manager Charles Daniels advised that Mayor Wilson had requested the item be placed on the agenda. Markout Water Supply is a retail water supplier to approximately 810 water meters located in the southwestern section of Forney. Currently, Mark out Water Supply supplies water to the Grayhawk subdivision located in the Forney city limits; the Berderkesa subdivision located in Forney’s ETJ; and areas of the Mesquite city limits located near Interstate 20 and FM 740 and Mesquite ETJ. A city’s extraterritorial jurisdiction (ETJ) is the area a city may annex. The city of Forney has a one-mile ETJ from the existing city limits and the City of Mesquite has a five-mile ETJ from its existing city limits.
