Three Rights Make a Left

In 1789, congress had completed the Constitution and asked President George Washington to issue a proclamation giving thanks for the new Constitution. It was passed by both houses of Congress at the very time they began work on the Bill of Rights. It cannot be viewed as anything short of an interpretation ofthe First Amendment by the very leaders who wrote the First Amendment.
